I need name of one horror movie?

This movie is old maybe 15-20 years from 1990 or older... It is about some lake and some monster mashine who will comes up from the lake when the propeller on something like power plant starting to sping on the wind and after that u hear some wearid noise. After that lake monster- which is like some mashine like crane starting to come up from the lake covered with mud.
