Whats the name of this old anime series?

I saw it a long time ago on toonami. I dont remember too much about it but here's what i remember. Its about this guy who lives in the slums of an old city. And he has some weird power that lets him change his right arm into this weird red metal verson that make him puch stupid strong. and there's this organization thats run by a skinny guy with strait hair and he can summon this other being that he makes fight for him. They each have stronger versions of their abilities. The other guy with the arm ends up having a propeller on his sholder that makes him glide really fast. The skinny guy's robot-looking thing is blue. i think.
