Drivers side tire making loud Propeller noise?

Well 3 weeks ago i got a flat tire on my rear passenger tire and 3 months prior to that i had my front left tire go flat but recently i have been hearing this noise even above my radio that sounds like a propeller noise and has nothing to do with the engine because the RPM's dont affect it it only sounds bad when going 20-25 after that its not as loud. Please tell me what this could be or if you need more infomation
