Are the 'whale wars' sea shepherds pirates?

They destroy other peoples property( ie: entangling ropes in the Japanese's propellers), they even throw acid onto their ships. What if they kill someone by hitting them on the head with a big bottle of acid? Why isnt law enforcement doing something about these people.
